Justice (Retd) Ms Usha Mehra Appointed Chairperson of Balloting Committee

Consequent to expiry of the term of the present YAI Council, the elections will be conducted to the various elective positions in the YAI Council. The elections will be conducted in accordance with the regulation on postal balloting as approved by the YAI Council during its meeting No 02 /2004 held on 16 Nov 2004. Since Lt Gen Vijai Sharma,PVSM, AVSM, Vice President YAI is also officiating as the President YAI, he has appointed Justice (Retd) Ms Usha Mehra, Delhi High Court as the Chairperson of the Balloting Committee to ensure transparency in conduct of elections.

  • Determining that the election process is conducted in accordance with the YAI Constitution.
  • Determining that the procedure on postal ballot is conducted in accordance with the regulation on postal balloting as approved by the YAI Council during its meeting No 02 /2004 held on 16 Nov 2004.
  • Determining whether or not the nominated candidate is eligible for election.
  • Publishing a list of eligible candidates together with the names of nominating members for distribution.
  • Conduct of the elections and counting of votes taken for the candidates through the postal balloting system.
  • Announcement of results.

About Justice (Retd) Ms Usha Mehra

Justice (Retd) Ms Usha Mehra joined the Bar in 1962 and as a practicing Lawyer conducted mostly civil, service and labour matters. She was appointed as the Standing Counsel by the DDA in 1964 to conduct Arbitration and labour matters. She was appointed as panel Lawyer for Northern Railway in 1965 to conduct its service matters as well as recovery suits. She was appointed as Additional Standing Counsel for Govt. of NCT to conduct its cases in the High Court of Delhi in 1975. As the Additional Standing Counsel for the Government of NCT of Delhi, she conducted important matters of far reaching consequences. As a result of the outstanding performance she was appointed by the High Court of Delhi directly from the Bar as Additional District and Session Judge, Delhi on 22 April, 1980.

As Additional District & Session Judge, she had dealt with civil as well as criminal matters and delivered judgment in bride burning cases one of which was of “Shalini Malhotra”. She also dealt with murder matter of Ranjit Singh popularly known as ‘Baba Nirankari” murder case.

She was the first lady to be appointed as the Registrar of the High Court of Delhi on 1st June 1984. She had worked as Registrar for three years and  in July 1990, was elevated as Judge of the High Court of Delhi.

As a Judge of the Delhi High Court, she dealt with almost all branches of law. Dealt with Civil, Criminal, Company, Service and above all Constitutional matters. As the Presiding Judge of the Bench, delivered the Judgment in the case of Professor Gilani & Others versus State popularly known as “Parliament attack case”. She also took up the case of trafficking in women and as a result of Court’s intervention; about 300 minor girls were rescued from G.B. Road and were rehabilitated and reintegrated with their families.

After demitting office in November, 2003, she was appointed as Chairperson to investigate allegations against the functioning of Council for Homeopathy. She was appointed Chairperson to review cases under the Prevention of Terrorism Act (POTA). She is presently appointed as Chairperson by Govt. of NCT for regulating the Fee structure for privately managed Institutions offering different courses in Delhi. She also headed the judicial enquiry constituted by the Govt of NCT in the recent gang rape case, popularly known as “Nirbhaya” case.
